Speaker visits Johnston

About 100 people attended a town hall-style meeting in Clayton with N.C. House Speaker Thom Tillis on Tuesday, and the event drew a few protestors.Tillis stated the meeting was civil, and he fielded questions and concerns about education, jobs and regulatory reform. “We started the discussion by saying we do not grant boos and we do not grant applause,” he said. A handful of labor-union protestors attended to push for collective bargaining in N.C. government, something Tillis opposes.The visit to Johnston County was part of Tillis’ series of town hall meetings around the say during the summer recess. A special session of the General Assembly begins Sept. 12.Tillis stated the House will think about two constitutional amendments – one to ban gay marriage and another to restructure the say board of education to include the superintendent of public instruction.Gay marriage is already illegal in North Carolina, but Tillis and others want the law enshrined in the say Constitution. “It increases the level of voting to repeal that law in the future,” he stated during a meeting Tuesday with Herald staffers.Legislators will also think about capping the state’s gas tax, which could rise another three to four cents in January, Tillis said. “We have to figure out the timing of whether we cap it or freeze it,” he said. Tolls – on new roads only – could make up the revenue difference, he added.On next year’s House agenda, Tillis said, is another round of regulatory reform and government infrastructure reform. “Half of say assets could be sold off,” the speaker said, naming the state’s airplane fleet and land holdings as examples.The state’s mental health system will need work, too, in the coming years. Tillis wants to help entities like Johnston Health, whose Smithfield hospital is losing millions serving the poor in its behavioral-health unit. The hospital is considering asking private Holly Hill Hospital to take over the unit.”We have to find a way for the say to hold harmless the private and public folks that are taking care of people who would become a ward of the state,” Tillis said.Looking back at this spring’s session, Tillis named the budget as the biggest accomplishment. The legislature was able to address the deficit, cut spending and get a budget passed by June. “I’m very proud of the speed at which we moved,” he said.Tillis thanked Johnston Reps. Leo Daughtry of Smithfield and J.H. Langdon of McGee’s Crossroads for their help during the session.Daughtry, Tillis said, helped consolidate and lead three judiciary committees. He also serves on an appropriations committee. “He’s working very closely with the other chairs of appropriations,” Tillis said. “Those guys just got it right.”Langdon also offers decades of experience to the Republican leadership, Tillis said. “He brings a lot of local government experience and agricultural experience.”
