Mental Health Board stumps Village Council for support of 1-mil rewewal levy
Delaware-Morrow Mental Health & Recovery Services Board Executive Director Steve Hedge was in chambers at last Wednesdays Sunbury Village Council meeting stumping for support for his agencys 1-mil renewal levy on the November 8 General Election ballot.
The need for mental health and substance abuse services cuts across all age groups and genders, Hedge said. Two out of three people have either had or know someone who has had mental health or substance abuse treatment. The good news is, that treatment is available, the problem is getting people there.
Hedge stated because of the economy and times the nine agencies that the Delaware-Morrow Mental Health & Recovery Services Board contracts with have seen an increase in depression and alcohol and drug abuse, and yet no one in need is turned away.
Theres a full range of services to meet needs for a 1-mil five-year renewal, the only county-wide issue in Delaware County, Hedge said. This is not an increase, its not new money, since 1996 weve asked for the same 1 mil.
Hedge stated the say and federal government has cut funding to the Delaware-Morrow Mental Health & Recovery Services Board, but board members made a commitment to avoid a tax increase.
The 1-mil levy represents 50 percent of our funding base; its really a lifeline for us, Hedge said. We made reductions, but not any reductions that would impact services; and 94 percent of the dollars that come to us go to services, not to administrative costs, because were committed to keeping our families strong and keeping our youth drug and alcohol free.
In other business, council members approved a repair to an Evening Street storm sewer drop. M. Zimmerman had the lowest bid at $5,800.
Council members approved spending up to $7,000 to repair an Otis Street storm sewer from North Street to Cherry Street on the east side of Otis. The in-house repair estimate is $5,695 for materials.
Services committee chair Dave Linnabary stated his committee would be coming to council for a request to replace a snowplow on the villages Chevy C-75. The current plow is too small for the truck and the truck is causing the plow to bow. The new plow will cost between $12,000 and $15,000. Linnabary stated the services committee would request a $3,000 stainless steel salt-box next year.
Village consulting engineer Wes Hall, CT Consultants, reported a hazardous Cheshire Road culvert immediately south of the middle school entrance that is in a village right of way and needs a new catch basin and regraded.
Hall stated an adjacent property owner has concurred to pay his percentage of project costs. CT Consultants would design the project, put out the bids, review bids and manage the project for $3,500; the culvert repair itself would cost $15,000 to $20,000.
Village administrator Dave Martin reported that following a recent community forum held at Big Walnut Middle School about Fairland Drive traffic problems drivers have slowed down on Fairland.
It was a congenial meeting; cooler heads prevailed, Martin said. Some vehicles are using the middle school drive as a cut through in the evenings. (Sunbury Police Department) Officer (Keith) Stout has been out there observing traffic, and theyve been stopping speeders.
Martin stated information and suggestions gathered at the forum is being reviewed by school district administrators and would be discussed at the October 10 board of education meeting.
Martin also reported that the American Electric Power application submitted to the Ohio Power Siting Board to build a power transmission facility east of Sunbury is on file in the Village of Sunbury Administration Office for public review.
