<p class="introduction" id="story_continues_1">Families at the centre of an inquiry into birth defects in Kent have met the health expert who is leading the investigation.</p>
<p>Five babies were born with the same rare defect in one street in Northfleet.<span id="more-3720"></span></p>
<p>The babies all have gastroschisis, a condition where part of the bowel protrudes through the abdomen.</p>
<p>Meradin Peachey, director of public health for Kent, has now met those affected, who all live in Waterdales.</p>
<p>Ms Peachey stated her first task would be to carry out statistical analysis and establish whether it was a cluster.</p>
<p>She said: &#8220;It seems very uncommon having this number of cases in one road</p>
<p>&#8220;The women have put themselves forward to share personal details, so I can do a proper investigation of all the factors.&#8221;</p>
<p>She stated she had met the affected moms because she wanted to know if they had identified any environment issues they thought may have caused the defects.</p>
<p>But she added: &#8220;If you look at cluster studies around the country there is often one thing, one power station that people are worried about.</p>
<p>&#8220;There is not one thing in Northfleet, there are a number of factors, so I wanted to find out what are all the things they are worried about.&#8221;</p>
<p>Ms Peachey also stated the condition could be related to lifestyle factors such as smoking and alcohol but added all the women involved had stated they had different lifestyles.</p>
<p>Gastroschisis occurs in approximately one in 7,000 births. A hole develops in the baby&#8217;s abdominal wall while inside the womb, and part of the bowel escapes through it and continues to develop externally. The condition is treated by surgery after birth.</p>
<p>Sonia Dalton, whose daughter, Mikka, was the first baby in the road to be affected, has stated the families are taking advice from specialists at King&#8217;s College, London.</p>

			<content:encoded><![CDATA[<p>Three weeks ago, many lawmakers came away from Gov. Pat Quinn&#8217;s State of the State speech wishing he had talked in more detail about say finances.</p>
<p>They should get over that feeling today.</p>
<p>Quinn is scheduled to deliver his proposed budget for the 2013 fiscal year that begins July 1 in a noon speech before a joint session of the General Assembly.<span id="more-3719"></span> Quinn has dropped broad outlines of many ideas he has in mind for trying to straighten out the state&#8217;s finances. Now, he is supposed to flesh out the details.</p>
<p>&#8220;I think it&#8217;s going to be just an ugly year. There&#8217;s no money; the budget&#8217;s going to need some huge cuts,&#8221; stated Dan Long, executive director of the Commission on Government Forecasting and Accountability.</p>
<p>COGFA has a report out that includes the heading &#8220;A Grim Look Ahead to FY 2013.&#8221; Among other things, the report notes that almost all of the increased tax collections the say anticipates next year will be needed just to pay pension costs. It also states that about &#8220;$8 billion in unpaid bills will continue to put big pressure on the state&#8217;s financial condition.&#8221;</p>
</p>
<p>Lawmakers already know Quinn is flirting with an idea to move some downstate instructor pension costs to local school districts and away from the state.</p>
<p>However, Quinn also startled downstate lawmakers last week when he stated his budget will include &#8220;quite a few&#8221; facility closures. Quinn made the re-mark on WBEZ radio in Chicago.</p>
<p>&#8220;This budget year will go forward with facility closures in a variety of places,&#8221; Quinn said.</p>
<p>Lawmakers stated late last week, though, that they do not know what the governor has in mind. The administration is already in the process of trying to close the Tinley Park Mental Health Center and the Jacksonville Developmental Center. Those two were on a list of seven facility closures Quinn tried to execute last fall. Also on that list was the Logan Correctional Center in Lincoln.</p>
<p>&#8220;I cannot imagine he is going to go down the road of closing correctional facilities because we are overcrowded,&#8221; stated Sen. Larry Bomke, R-Springfield. &#8220;I felt that was an empty threat last fall.&#8221;</p>
<p>Bomke noted that the closure plan for Logan called for moving inmates around and housing some of them in prison gymnasiums, which could pose security risks.</p>
<p>Rep. Rich Brauer, R-Petersburg, was also skeptical that Quinn would propose closing any adult prisons because they are significantly overcrowded. But he suggested the Democratic governor may be &#8220;politically motivated&#8221; to close facilities in Republican areas.</p>
<p>Bomke stated it would not be surprising if Quinn announced plans to close additional facilities for the mentally ill and developmentally disabled, with plans to move the residents to smaller, community-based settings. While Quinn is only trying to close two facilities now, his plan is to close four institutions over the next 21/2 years.</p>

<p>Quinn has already endorsed the idea of shifting the cost of downstate instructor pensions from the say to local school districts. Both House Speaker Michael Madigan, D-Chicago, and Senate President John Cullerton, D-Chicago, are amenable to the idea.</p>
<p>What Quinn hasn&#8217;t done is spell out details of the plan, such as how much of the pension burden will be shifted to schools and how quickly. The less burden that is shifted and the longer the time to phase it in, the lower the initial costs will be to schools.</p>
<p>Still, school districts are vehemently opposed to having a say cost shifted to them at a time when say aid is also being cut. The Springfield School District is estimating such a move could cost it as much as $20 million a year.</p>
<p>Quinn&#8217;s also talked about reducing the annual cost-of-living increase allowed to retirees in the say pension systems. Participants might be asked to contribute more to their pensions, too.</p>
<p>The governor&#8217;s budget is also supposed to detail how he will meet his target of slicing $2 billion from Medicaid. Between say outlays and federal reimbursements, Medicaid is about a $15 billion annual program, and the costs keep climbing. About 87 percent of the state&#8217;s general-fund budget is devoted to education and human services. All other say spending is covered from the remaining 13 percent.</p>
<p>Quinn wanted to cut Medicaid reimbursement rates for providers last year but was blocked. However, no extra money was allocated to pay for services, which meant the state&#8217;s bill backlog climbed by more than $1.5 billion.</p>
<p>None of Quinn&#8217;s options is desirable. He can try again to cut rates, which medical providers oppose; he can recommend changing eligibility standards, throwing some recipients off the rolls; and he can do away with some optional services that federal regulators do not require the say to cover. However, those include things like dental services and prescription drugs.</p></p>

<p>The victim was treated by American Medical Response paramedics and went to the hospital later that day.<span id="more-3717"></span></p>
<p>The 15-year-old was at her birthday party near Seacliff State Beach when she was walking back to a friend&#8217;s house near Santa Clara and Center avenues, deputy April Skalland said. Just before 2 a.m., a 17-year-old girl and an 18-year-old girl she knew confronted her. They began to fight. One of the girls had a box cutter and slashed the 15-year-old&#8217;s abdomen, according to deputies.</p>
<p>Skalland stated deputies arrived and arrested the 18-year-old, Baily Agnello of Aptos, on suspicion of assault with a deadly weapon, giving a false name to police and misdemeanor vandalism. She was linked to a Toyota pick-up tire that was slashed near the scene, Skalland said. </p>
<p>The 17-year-old was taken to Juvenile Hall on suspicion of assault with a deadly weapon.</p>

			<content:encoded><![CDATA[<p>Brussels sprouts are incredibly nutritious, surprisingly delicious and creatively versatile.
<p>My mission with Colorful Cooking is to add a pinch of color to all meals with fruits and veggies and this salad uses this winter vegetable in a unique way. </p>
<p>Brussels sprouts are a relative of cabbage and look like a smaller version of its sibling.<span id="more-3715"></span> Their leaves are packed into a nice small package and they taste good — when cooked properly. To keep a nice crunch, steam or boil them whole for 5 minutes. Brussels sprouts compact leaves can carry some bugs and pesticides. Soak them in water before cooking to grant the dirt to fall to the bottom. Another trick when boiling or steaming is to cut an X in the bottom of the sprout to ensure the middle gets heated. Steaming is the most nutritious way to cook all veggies, less water means more nutrients. </p>
<p>If the steamed or boiled Brussels sprouts are forgotten on the stove, you may notice a pungent smell that may turn you off from eating them. That sulfurous smell is sulforaphane, a chemical believed to have potent anticancer properties, which is what makes Brussels sprouts very healthy. They also have indole-3-carbinol, which boosts DNA repair in cells and appears to block the growth of cancer cells. In addition to being a great cancer warrior, they also contain high amounts of Vitamins A and K, which help with bone development and bone health. Vitamin A helps protect against bone loss, cardiovascular disease and iron deficiency. Vitamin K strengthens bones, may help delay the onset of Alzheimer&#8217;s disease and is an anti-inflammatory. Brussels sprouts are a good choice for pregnant women because one cup contains 93.6 mg of folic acid, which helps with fetus nervous system development. </p>
<p>In summary, eat Brussels sprouts because they are really healthy and when cooked properly, delicious. In this bone building salad, they are classically paired with a mustard vinaigrette, prosciutto and toasted pecans. Try this for a first course or a lunch salad. The salad takes about 10 minutes to make — it&#8217;s easy, healthy and colorful! </p>
</p>
<p>1/4 cup plus 1 Tablespoon chopped prosciutto</p>
<p>1/4 cup chopped, toasted pecans</p>
</p>
<p>2 Tablespoons white wine vinegar</p>
</p>
</p>
<p>1/2 teaspoon each dried parsley, salt and pepper</p>
<p>Soak the sprouts in a bowl of water to remove dirt. Fill a pot with three cups of water and bring to a boil. Drop the whole sprouts into boiling water for 3 minutes. Prepare a bowl of ice water to blanch the sprouts. When sprouts are done boiling, strain them and place in ice water for 2 minutes. Drain in a colander, squeezing gently to extract extra water.</p>
<p>Slice the bottom stem off the sprout and pull leaves off the stalk, keeping the leaves whole. Pull about half the leaves off, reserving the center of the sprout. Repeat with all Brussels sprouts. Chop the reserved sprouts for the salad. </p>
<p>To toast the pecans, heat saut pan over medium heat and place whole pecans in pan and toast for 8 minutes, stirring occasionally. Allow to cool and chop. </p>
<p>To make the dressing, mix Dijon mustard, shallots and next four ingredients. Add vinegar and whisk until combined. Whisk in olive oil until combined. </p>
<p>Arrange Four salad plates. Mix chopped Brussels sprouts, pecans and prosciutto together and split evenly onto four plates. Top mixture with 1/4 sprouts leaves. Drizzle with dressing. </p>
<p>Serves four as salad course or two as a main course.</p>

<p class="npAJustify">HALDIMAND-NORFOLK &#8211; The University of Waterloo is about to embark on what they are calling an extensive study to discover the health effects, if any, of wind turbines on residents living nearby&#8230;<span id="more-3714"></span> all in our own backyard.</p>
<p>Researchers will be in the Haldimand and Norfolk area beginning next month to begin handing out surveys to residents living near and far away from wind turbines, stated Philip Bigelow, an epidemiologist and associate professor for the School of Public Health and Health Systems at the University of Waterloo.</p>
<p>&#8220;We&#8217;re going to be looking at symptoms people state they are suffering from and measuring noise emissions from the turbines,&#8221; Bigelow said. </p>
<p>First, the researchers will be conducting a census of the community by having them fill out a questionnaire where multiple questions about the conditions in which they are living in are asked. </p>
<p>&#8220;Unfortunately there is a lot of built environmental stresses in where we live. Highways, for example, are noisy and ugly. Anytime infrastructure goes in there is issues,&#8221; he explained, mentioning nearby construction sites, power sub stations, manufacturing plants and power plants can also determine a person&#8217;s health.</p>
<p>&#8220;It&#8217;s considered a bias survey if we do not ask about other environmental issues like these.&#8221;</p>
<p>Working alongside Dr. Mahtab Camali, the study will look at exposure assessment to low frequency and audible noises as well as vibration research using special instruments.</p>
<p>Phase one includes the questionnaire and information gathering while phase two consists of bringing in a registered nurse and doctor to head a field study.</p>
<p>&#8220;They will actually go speak to residents and administer a symptom and physical impact checklist &#8230; They will then do an assessment and collect some biological materials like saliva to look for biological stress,&#8221; Bigelow said, mentioning sleep studies are also part of the process.</p>
<p>He estimates to do an in-depth study on about 50 willing residents from all over the two counties.</p>
<p>Jill Steen, Manager of Public Health for the Haldimand Norfolk Health Unit, stated the Board of Health, made up of councillors of Norfolk County, passed the resolution to conduct a study in the area on Tuesday Feb. 14, 2012.</p>
<p class="npAJustify">Although not in attendance at the meeting, Steen stated she believes localizing a study on wind turbines is a good initiative.</p>
<p>&#8220;We certainly feel it&#8217;s an important thing for the local citizens to be subjects in the research. We want some local research done in a real scientific manner to answer some of the questions that are out there.&#8221;</p>
<p>Haldimand councillor Tony Dalimonte, who also sits as the chair for the Health and Social Services Advisory Committee, stated they became aware that the university was looking for a study area following a presentation by resident Stephana Johnson about the potential health effects of wind turbines.</p>
<p>&#8220;I do not object to this at all. I state come down and contact any resident who states they are affected in a health standpoint.&#8221;</p>
<p>The study is being funded completely by the University of Waterloo.</p>
<p>Bigelow stated what separates his university&#8217;s study from others is the fact they are coming into this with no preconceived notions.</p>
<p>&#8220;We do not care what the results are. If there are health effects, that is not a bad thing for us. We&#8217;re independent because it goes through the Council of Ontario Universities, not the provincial government.&#8221;</p>
<p>He stated Haldimand and Norfolk are good places to do the study because there are numerous turbines already in place and because there are plans to install more of them. Bigelow stated they will be comparing their results with surveys conducted across the province.</p></p>

<p>1) Nearly one in five Americans suffer from some kind of mental disorder, which can be successfully treated. Stigma and difficulty paying for care keeps millions of Americans from treatments that have proven successful.</p>
<p>2) Less than half of African American adults with mental illness seek treatment for mental health problems, and less than one third of their kids receive treatment.</p>
<p>The Social and Emotional Learning Group in conjunction with Agape Psychological Consortium and Community Connections Family Life Center will host &#8220;Reducing the Stigma in the Black Community: A Mental Wellness Conference&#8221; on Friday, March 2, 2012, 7:00pm at Mount Zion Baptist Church of Greensboro. </p>
<p>The World Health Organization states &#8220;Mental health is as important as physical health to the overall well-being of individuals, societies, and countries.&#8221; The goal of the conference is to de-stigmatize mental health issues within the black community. Because African Americans often turn to community &#8211; family, friends, neighbors, community groups and religious leaders &#8211; for help, the opportunity exists for community health services to collaborate with local churches and community groups to provide mental health care and education to families and individuals. During the community awareness service, Bishop Paul S. Morton, a nationally renowned pastor, singer, and author will share his experiences with mental wellness and his faith.</p>

			<content:encoded><![CDATA[<p>Even before this Scotties started, there was enough reason to believe B.C.’s Kelly Scott’s foursome would be unable to compete at the elite level.</p>
<p>Scott moved Sasha Carter to third when regular third Jeanna Schraeder was going through her pregnancy.</p>
<p>And Scott had a much younger front end than when the Kelowna skip won back-to-back Scotties titles in 2006-07.<span id="more-3711"></span></p>
<p>But here they are, leading this Scotties despite yet another curve ball being thrown at them Monday morning.</p>
<p>Scott’s roommate Carter was sick with a flu that’s affecting the entire entourage, families included.</p>
<p>Regular second Dailene Sivertson stepped in at third and fifth Sherry Fraser took over at second as B.C. continued its unbeaten streak win a 7-5 win over previously unbeaten Amber Holland and Team Canada.</p>
<p>“We thought it was food poisoning, so I wasn’t really worried about catching anything,” stated Scott. “My 31/2-year-old son and my husband were sick all night as well, so there’s something going around. They didn’t show up this day and that’s why.”</p>
<p>Nobody is sure about the nature of the B.C. flu, other than it’s pretty intense.</p>
<p>“I really don’t know what’s going on,” stated Scott, who stated the absence had nothing to do with Carter’s pregnancy. “We were just thinking, ‘Let Sasha have a good day’s rest, get some food into her belly and be good to go.’ ”</p>
<p>Considering Kelly’s crew was 4-0 heading into Monday night’s draw, it would be a shame if the flu bug affected the outcome.</p>
<p>The good news is that the team has already dealt with lineup management.</p>
<p>“We have shuffled the lineup and worked on various communications throughout parts of this season,” stated Scott. “Maybe it wasn’t lost — all that shuffling. We had to figure out who played what roles with different lineups.”</p>
<p>Sivertson, the former B.C. junior champ, has played third during the Tour season and did not look out of place, even though it would be tough to be as compatible as Carter.</p>
<p>“Probably bringing any new third is an adjustment period for anyone,” stated Scott. “For her being fresh out of juniors, there’s a larger adjustment period and a learning curve. She’s settled in really well at second. She adores being in the house still, calling shots.”</p>
<p>Scott believes she’s needed a bit of luck to be the front-runner.</p>
<p>“I guess we’re out front in the standings, but we’re squeaking out the games,” stated Scott. “We still have to keep playing sharp, but all credit to the team for staying tough. We’re not being too sloppy out there and we’re capping off the games with wins.</p>
<p>“We know it’s kind of touch-and-go. Either one of those games could have gone either way, so we’re thanking the curling gods right now.”</p>
<p>There’s no disputing it was a gutsy call by Holland to go for the win instead of the tie.</p>
<p>“It was there, it just needed to come up a hair and we could have got our deuce,” stated Holland. “I could have drawn for one, go to the extra and give Kelly hammer, but it was there.</p>
<p>“It was kind of a frustrating. I wasn’t as comfortable putting the broom down, especially for me. I was having trouble with my draws and you’re second-guessing a bit.”</p>
<p>Scott stated she probably would have done the same thing.</p>
<p>“I think the double was there, the win was there and she was a millimetre away from making it,” stated Scott. “I don’t question that call at all. It was pretty juicy.”</p></p>
